Inconsistent letter casing in Alerts > Actions modals operator setting

      Steps to reproduce:

      1. Open Trigger actions
      2. Click Create action
      3. Add conditions
      4. Operator segmented control labels are lowercase; if you switch to Problem is suppressed, operators "No" & "Yes" appear in uppercase as usual

      To align with the rest of the system, use uppercase labels for all operators in the segmented control across all "Actions" modals.
