Steps to reproduce:

1. Create Service
2. Go to Alerts/Actions/Service actions
3. Create new service actions

Result:

No way to create conditions like "Service name = X AND status changes to `Warning`" because no Service status type in Condition type list.

It is also bug in documentation (Zabbix Book) (see screenshot) or a global misconception.

Zabbix Book clearly stay that there is no "Service status" in a condition list and then provide an example where "Service status" in a condition exist.

I've have no luck also to autoengage Service action neither whith tag value or a just a tag condition. It seems that there is broken link from service action to server status change under the hood.
