API option selectInheritedTags should be used by Items.
Hosts selectInheritedTags should be updated to display tag parent templates respective to users permissions.
 

Steps to reproduce:

1. Create a user with Groups Zabbix administrators and Permissions Admin role
2. Go to User Groups and open Zabbix administrators
3. In Host permissions tab 
4. Set Read-write to all Host groups
5. In Template permissions leave empty permissions
6. Data collection -> Hosts
7. Open Host or Host Item
8. In the form switch to Tags tab
9. Select Inherited and host tags

Result:
For Host and for Item inherited tags are not displayed if user has no permissions to that template.
In case of Items inherited tags don't display parent templates.
Expected:
Inaccessible tags should be visible with Parent template "Inaccessible template" for Deny permissions
Template name without a link should be visible for Read permissions
Template name with a link to that template for Read-write permissions
