Host form does not show linked templates if use has no permissions for the linked template
Steps to reproduce:

1. Create a user with Groups Zabbix administrators and Permissions Admin role
2. Go to User Groups and open Zabbix administrators
3. In Host permissions tab 
4. Set Read-write to all Host groups
5. In Template permissions leave empty permissions
6. Data collection -> Hosts
7. Open a Host that has a linked template

Result:
No template in the list is visible for a user without permissions.
Expected:
An "Inaccessible Template" should be shown. 
Template name with a link or Template name without a link is already being shown to a user with respective permissions.
Since user has permissions for the Host but only Read for template even when template cannot be opened it can be unlinked.
A user with no template permissions at all should still be able to edit their Host that they have Read-write permissions for.
