Steps to reproduce:

1. Open trigger edit form
2. Edit expression to contain item
3. Click Tags tab
4. Click on Inherited tags

Result:
Inherited tags from newly added item in expression is not displayed

Expected:
Similar to Host edit:

• If switching to tags tab Inherited is selected, auto reload tags in case expression (or recovery expression) has changed and is valid
• Alter loading logic to pass both expressions and extract inherited tags from them:
  • In case expressions have been changed:
    • Invalid expression, then display no inherited tags
    • In case of valid expression, extract affected items and hosts and load inherited tags from them
  • Not changed: keep existing logic

Constrains: should be done after ZBX-28124 fixes as fix to load all inherited trigger tags is needed.
