Result:
Starting with zabbix-agent2-plugin-postgresql 7.0.32-1 (and the corresponding 6.0.49 packages), the postinst of the plugin packages contains:
chown root:zabbix /etc/zabbix/zabbix_agent2.d/plugins.d/postgresql.conf
The plugin postinst does not create the zabbix group. The group is only created by the zabbix-agent2 postinst. Because zabbix-agent2 has a hard Depends on the plugin packages, dpkg must configure the plugins before the agent. As a result, every fresh install on a host without an existing zabbix group fails. The packages cannot be installed separately in a working order.
