Affects Version/s: 8.0.1rc1, 8.2.0alpha1

Component/s: Server (S)
Problem description: Operations like Close and Clone work perfectly normal when "Applies to" is set to "All events", but are not being executed for the filtered event when "Applies to" is set to "Other events".
Steps to reproduce:
- Import the following host: host_with_3_triggers.yaml

- Create CEP rule with the following configuration:
- Conditions: Tag name equals test
- Time window: Simple (multiple)
- Duration: 1m
- Capasity: Limited => 2
- Operations:
- First operation:
- Execute when : Event evicted
- Operation: Close
- Applies to: All events
- Filter: Firts event in time window
- Second operation:
- Execute when: Event evicted
- Operation: Clone first
- Applies to: All events
- Filter: First event in time window
- First operation:
- Send values "3" and "4" to the trapper item on the imported host:
./zabbix_sender -z 127.0.0.1 -s test -k trap -o 3 ./zabbix_sender -z 127.0.0.1 -s test -k trap -o 4
- Check Monitoring => Problems view: Notice that the 1st occurred event (Problem = "Trapper trigger") got closed and then cloned.
- Edit both Operations in the previously created CEP rule - Chenge "Applies to" to "Other events" (nothing else needs to be changed)
- Reset time windows
- Resolve all previously raised problems by sending "0" to the trapper item on the imported host:
./zabbix_sender -z 127.0.0.1 -s test -k trap -o 0
- Send values "3" and "4" to the trapper item again to create 3 problems and exceed window capasity:
./zabbix_sender -z 127.0.0.1 -s test -k trap -o 3 ./zabbix_sender -z 127.0.0.1 -s test -k trap -o 4
- Check Monitoring => Problems view
Result: No operations were executed (1st problem was not Closed and was not Copied)
Expected: Same as in the case with "Applies to" = "All events", the first event in the time window should've been closed and cloned
