if element link has 0 elements, it's handling is not consistent.
for example, in item config list trigger links with 0 elements are not shown.
in application list, item links with 0 elements are shown.

while not showing such links might seem like a good idea, it can't be consistent, because links to items, triggers and graphs in the host config list are needed (they provide main access to these configuration sections).

as such, items w/o triggers should probably still have the link there, and a popup menu could offer a new trigger creation
