If all hosts are removed from a proxy, no config tables are sent. But proxy deleted old items only when comparing it's DB to the received configuration. So when the last host is removed, no config tables are sent and the entries are left in the proxy DB.
So proxy will think that it needs to keep monitoring the hosts/items in it's DB.
Note: Needs more investigation to confirm all this, only the DB entries were seen in Proxy's DB.
