passive proxy with ipaddress 0.0.0.0

      a passive proxy with ipaddress 0.0.0.0 is accepted as valid. server tries to use it and connects to the local host.

      this can be extremely confusing. unless there is a use case for such a configuration, creating a passive proxy with ipaddress of 0.0.0.0 should be prevented
