Review alerter timeouts

      Alerter has seemingly random timeouts on server:

      E-mail - 40 secs
      Jabber - 30 secs
      SMS - acquired from somewhere else
      Ez-Texting - 15 secs
      Script - 40 secs (after ZBX-3967)

      We should be more consistent and probably use a configurable parameter
