don't show groups w/o templates when linking a template

      when linking template, popup also shows host groups with hosts only. on a larger setup that's somewhat inconvenient and doesn't seem to be very useful either.

      ZBX-4915 improved situation by not showing empty groups, but that fix doesn't seem to be complete
