A user with no hosts in any hostgroup he has rights for cannot do anything after login

      Scenario: User X is Zabbix Admin, has r/w rights on hostgroup Y.

      When there are no hosts in hostgroup Y, after logging in, the user cannot do anything. There are no menu options available at all. After adding a host to hostgroup Y using a superadmin user, the menuoptions appear for user X.
