SNMP does not work if SourceIP is specified in zabbix_server.conf

      If SourceIP is specified in zabbix_server.conf, SNMP sends no packets (as verified by tcpdump on host), and all SNMP items become unsupported.

      The same bug was reported in version 1.8.13 (#ZBX-3379).
