API shows triggers of disabled items

      FreeBSD 8.2, php 5.4.11, postgresql 9.2.0

      Querying API with 'trigger.get params: { filter: { value: 1 }}' returns disabled item's triggers while they doesn't appear in web frontend.
      I found that the same problem was fixed for PHP frontend: https://support.zabbix.com/browse/ZBX-3524
