notifications on front shows for all users, even if the users are not in the selected mediatype

      a table of all users in the system shows, irrespective if those users are valid for that mediatype.
      i would expect the table to only display the valid users - if for example there are many users in the system, the table will require scrolling off the screen and becomes unusable.

      plus the dataset can be reduced
