This issue is extremely close to

but it's not quite the same.
With Zabbix 2.0.5, it's possible to link a host to a template that is Read-Only. That's progress over 2.0.4 and earlier and I'm happy about it.
The problem is that there's still no easy way for an admin that has read-write permission to a host but read-only permission to templates to actually view the items and triggers that are part of a template.
What you end up having to do is actually assign the template to a host and then go into configuration for that host to see what items/triggers/etc. actually got applied. It's a workaround, but it's really clunky.
Ideally what would happen is that those user groups with read-only permission on templates would still be able to go into Configuration->Templates and see the templates and the items/triggers/graphs associated with them, but they would not be able to make any changes to those templates.
