When a discovery rule (lld) has an active item then measurements submitted by the agent are not processed ("Processed 0 Failed 1").

PS: Use case for discovery rule with an active item: I want to configure a "virtual host" that aggregates lots of real hosts by the lld mechanism. There is no apparent address for the virtual host where it could retrieve items (including lld items).
