why does {host:web.test.time[Scenario,Step,resp].last(5m)}>10s trigger after only one failure of the check?

      I expect

      {host:web.test.time[Scenario,Step,resp].last(5m)}

      >10s to fire if it the response time is >10s for more than 5 minutes but it seems to fire after just one failure.

      what's the deal with that?
