Trigger actions only send mail to one user

      Only the first user gets an alert when creating an action that shall send messages to two users and only when trigger goes to problem. I do not now if this can have some confusions with an other action that uses escalations with period of 300 secs so the second user gets his alert 5 minutes after. If so then this is really a big bug.
