In configuration -> application list after bulk operation action "enable" or "disabe", the message is always success "Items activated" or "Items disabled" regardless whether there are items. Similar situation it host groups when host groups don't any have hosts. But the message there is "Host status updated" (which is better). In application list, the message could be changed to "Item status updated" or maybe changed to error message "No items to activate" and "No items to disable".
