If exist application with name "0", then in Monitoring->Overview filter it not possible select, "all" or "none" overwrite it.
Second possible problem: if selected "all" - " No items defined.". But there exist.

I think in _getCB should be added parameter "key" or in items.inc.php:721 condition should be rewritten
