Creating an action with non-existing media type, results in SQL error

      Create action with API and provide it with "send message to user groups or user". Give incorrect "mediatypeid". This will create SQL error like:
      "SQL statement execution has failed \"INSERT INTO opmessage (default_msg,mediatypeid,operationid,message) VALUES ('1','1','85','')\"."
