Misleading error message if zabbix.conf.php exists but is unreadable

      If "zabbix.conf.php" file is inaccessible (i.e. wrong permissions or file ownership) the error message "Configuration file error: DB type is not set." is shown even if "zabbix.conf.php" content is correct.
      To reproduce: stop webserver, make "zabbix.conf.php" visible but unreadable by webserver, start webserver.
