Can't start zabbix_agentd.exe 2.2.0+ on russian version of Windows

      My zabbix_agentd.conf on such servers contains PerfCounter entries like this:
      PerfCounter = perf.term.active,"?????? ?????????????? ???????",1
      Russian characters in the conf file must be in CP1251 only. UTF-8 is not supported by windows performance counters.

      In 2.0 branch of zabbix agent these works good, But agent v2.2.0 refuses to start with error "non-utf-8 character at line xxx".

      So now I can't upgrade agents on these servers to 2.2.0 and stay using agents v2.0.9.
