User creation should throw exception if no parameters are passed

      If i do:

      { "jsonrpc": "2.0", "method": "user.create", "id": 123. "auth": "TOKEN" }

      I get back:

      {"jsonrpc":"2.0","result":

      {"userids":true}

      ,"id":559330}

      which is basically a disaster. Happily, no database rows are inserted.
