actions conditions on template triggers do not work

      as stated at http://www.zabbix.com/forum/showthread.php?p=34128#post34128, action conditions should be able to link against template triggers.
      this doesn't work, if action is linked against template trigger, it does not fire.

      this has been reported quite many times on irc and forums, for example, http://www.zabbix.com/forum/showthread.php?p=44441
