Incorrect queue calculation when item uses only flex interval and gathered with proxy

      Have an item with 0 sec update inteval and 1 flex inteval 60 sec 1-7,12:00-12:01 in host minitored with zabbix proxy.

      After performing the check we have this item in the queue, but it shouldn't be there because it was collected correctly. See attached screenshots.
