Error in the action operation configuration form when switching operation types

      How to reproduce:

      1. Open the action configuration form
      2. Open the action operation form section
      3. Select "Remote command" as an operation type
      4. Open the new target section but don't add a new target
      5. Switch to a "Send message" operation type

      You'll see the following error: Incorrect value "create" for "action" field.
