How to reproduce:
1) create a new map with the resolution greater than your screen (e.g. 2550 X 1900). You will have a scrollbar in this case.
2) add an icon on the map and open it settings
3) use the scrollbar to move the displayed information to the left
4) grab the item settings and try to move it to another place
