Behaviour: One of the pros of Zabbix is delegated administration of hosts and graphs. An (sub-)admin is given a series of host groups to work with and to add hosts to. However, if the (sub-)admin accidentally forgets to select a group when creating a host, the host will reside in the root group, and will require intervention of a zabbix admin to move the host to the right group.

Desired behaviour: When no group is selected, GUI should issue a failure notice that at least one group should be selected. 'Root' host group should only be accessible/writeable by user 'admin'.

Improvement: less intervention of zabbix admins neccesary.
