exchanging operations in an action results in "Incorrect action operationid."

      Create an action with two operations: one sends a message to user "Admin", another sends a message to group "Zabbix administrators". Save that action, after that edit the first operation to send a message to the group and edit the second operation to send a message to the user. Observe the following error:
