Each time an action operation is being edited, the currect operations list, having same operations, re-orders the list.

1) Create a discovery action (there are no steps and it has only one sort field).
2) Add two operations. One with user group "Zabbix Administrators" and the other one with user "Admin".
3) Edit one of the operations and click "Update". Notice they are sorted in reverse order. Then edit operation again and click "Update". Again they are re-ordered.

This is just purely inconvenient.
