Having just upgraded from 2.0 to 2.2, I find that newly created triggers instantly send recovery alerts.

This was not the case in 2.0, and is not the expected behavior.
The expected behavior of recovery messages is for alerts to be sent only if the trigger status moves from Problem to OK, not if the trigger status moves from null to OK.
