performance counter for the second cpu returns 0

      windows binary agents from source archives, tested with trunk build, 1.6.2 and 1.6 branch head build.

      when cpu idle time is queried for the first cpu (0), reading matches windows performance tool output. when data for the second cpu is read (1), instead zabbix agent always returns 0.000000, while windows performance tool shows values in the 99.xx range.

      querying cpu(1) idle time by direct telnet session :
