Large companies need to delgate certain teams to be able to create host groups so that they can manage them themselves.

For example; Operating system teams and Database Teams need to be able to assign specific hosts into groups if they're breaking them down into (sub)groups such that end users/application teams only have permissions to view their own systems.

Granting these teams Super Admin rights can show thousands of other hosts from different teams that confuse things and can look messy.

My suggestion would be to either:

1. have an option in the "Roles -> Admin -> Access to actions" creating a group, or
2. Create "Zabbix Admins can create sub groups" on the existing Host Groups 
3. An extra option on the "User groups -> Host Permissions" to allow the creation of sub-groups
