In this moment, Actions visibility depends on Hostgroup permissions (both users should have at least read permission on the referenced hostgroup from Discovery Action), and Actions itself

For example, admin user, which  have permissions and can reach the Alerts > Actions > Discovery Actions, it is just blank. He they can add and the ones they add show up, but they can't see any of the other ones - user have to be at the same user group to see actions with the one who created them. In some cases it force to create or reassign some access rules just to provide an access to the actions.  

Is it possible to simplify it by giving possibility to share permissions to the actions for users directly - similar like for the dashboards?
