Use case

As a user I want user-friendly problem tag filter set up 

Summary

Currently in "Problem tag filter" when adding "Permissions" there is radio button "Filter" { "All tags" (default) | "Tag list" }. This radio button is extra step which degrades UX. 

Remove extra step to improve UX.

Expected

1) Remove "Filter"

2) Display "Tag list" as default view, but as an optional list

2.1) no rows in the list correspond to current "All tags" option

3) DB patch. Convert "All tags" option to empty "Tag list"

4) Correct documentation accordingly
