Improve UX for global regular expressions

    • S26-W22/23, S26-W24/25, S26-W26/27, S26-W28/29, S26-W30/31

      Global regular expressions UI must be improved:

      1. add filtering to regular expression list (by name and description)
      2. create/edit must be opened in the modal window
      3. add description field
      4. remove testing tab - single view must include testing functionality with per-expression and combined result
      5. add import/export functionality
