zabbix agent currently logs if it connected to the server/proxy, but there were no active checks. if the connection failed (timeout, rejected etc), no logging happens at all. this makes problem solving much, much harder.

such errors should be logged at debuglevel 3 (probably also on lower debuglevels, but nobody uses those anyway...)
