Add option to suppress autoregistration denied warnings when autoregistration is not used

      Agents use active checks with TLS certificate encryption
      Zabbix autoregistration actions are not used

      In environments where hosts in Zabbix are created by an external system or a CMDB, active agents may start connecting to proxies before the corresponding host object has been created in Zabbix. Such connections from unknown hosts are interpreted as potential attempts at autoregistration and generate repeated warning messages, for example:

      autoregistration from "<IP>" denied (...): connection type "TLS with certificate" is not allowed for autoregistration 

      In this environment, autoregistration actions are not used, and hosts are created later by an external provisioning process. In such a situation, the warning is technically to be expected, but it generates a significant amount of log noise and may hinder the troubleshooting of actual proxy/agent issues.

      Request:

      Provide the option to suppress "autoregistration denied" messages or reduce their severity when autoregistration is not configured or in use.

      Possible impelmentation:

      • Do not write autoregistration denied messages, if there is no one autoregistration action exists;
      • Write such a messages only on DeguLevel;
