Currently, telnet checks require a completed login field and wait for a login prompt. It would be convenient to have an option to disable mandatory credentials and wait for a login prompt.

One use case is checking for Zookeeper availability, where telnet checks could be used to send the ruok command. Since the net.tcp.service key is limited in the protocol options for checking, such functionality would be useful.
