I think a third type of maintenance mode will be useful , one that will disable hosts ( I know it can be scripted through api ). But there are some scenarios that will benefit from such type. Especially in large environment that rely on synchronous checks ( ex. odbc ) this can cause high odbc poller utilization for example when the DB are down for whatever reason. NO data collection option doesn't help in similar cases.
