Add TimescaleDB support to proxy

      Similar to TimescaleDB support in the Server, this will provide a dramatic improvement to housekeeping for a PostgreSQL-backed proxy, especially with high throughput (i.e., vps).  It is incrementally more advantageous with missed/failed housekeeping executions.  This has been implemented and is an outstanding PR here:
