Expose running total of VPS counter used for VPSLimit throttling

      The server configuration variables VPSLimit and VPSOvercommitLimit are implemented to throttle inbound data.  As such, the logic compares an internal counter against the threshold (i.e., VPSLimit) to decide if it should start counting against the VPSOvercommitLimit or reject.  This request is to expose the aforementioned counter so that it may be used in external monitoring rules if desired.  Here is a PR that implements that change:
