Remove UCD-SNMP support

      Please consider removing ucd-snmp support. The net-snmp library has long replaced ucd-snmp and can probably be safely removed.

      In the Debian package the ucd-snmp support has been removed for several 1.8.x releases and nobody noticed.

      To do:

      • remove m4/ucdsnmp.m4
      • remove the "dnl Check for UCD-SNMP" section in configure.in
