it would be nice to have priority levels to the actions and to have the ability to stop processing the action list.

So if you 1 -> X
and you have have many actions with the same priority level
and if you could have the ability to stop at a certain level once a criteria is met

What my initial aim was to have a catch all action that would catch all triggers not sent to somebody already.
