Add possibility for Limited users without template rights to resolve template macros

      If a user group has no rights to read templates in user group permissions setup, then macros included in a template are not resolved for these users.

      As an example, this affects Monitoring -> Triggers page where macro name is showed instead of value (Template OS Linux: Lack of available memory on server

      {HOST.NAME}

      ).
