Support proxies of legacy version by server to allow smooth release upgrade

      Currently upgrading Zabbix server and Zabbix proxies to a new release is only supported when done at the same time.
      It would be desirable to support a decoupled upgrade path that for instance allows to upgrade the Zabbix server first and then Zabbix proxies subsequently.

      Even a limited support of just ensuring that values may still be pulled from or pushed by proxies would help a lot.
