Suppose we have a passive proxy that we do not currently need and which does not have any hosts assigned to it. Still, the server tries to connect to it every second and spams the log file with lines like the following:

  2216:20150831:175410.012 cannot connect to proxy "currently-unused-proxy": cannot connect to [[127.0.0.1]:20003]: [111] Connection refused

It would be nice to have a way to disable the proxy, so that the log file is clean.
